Presentation of the project VIGOUR during the Infoday on the Third Health Programme organized by ProMIS

On 18 June 2020 a web infoday was held, organised by ProMIS in collaboration with the European Commission's Directorate General for Health, CHAFEA and the Italian Ministry of Health, dedicated to the Work Plan 2020 of the Third European Public Health Programme and the new EU4Health Programme 2021-2027. During the event, Lutz Kubitschke from Empirica spoke as speaker to illustrate the VIGOUR - Evidence-based Guidance to Scale-up Integrated Care in Europe project. During the presentation it was highlighted how the issue of integrated health a constant theme on the agendas of policy makers and practitioners for decades in terms of how integrated care can be developed by improving patient experience, treatment outcomes but also the effectiveness of health systems. A key obstacle to this has recently been identified by the WHO and refers to the fact any integrated model development is strongly contextually-bound and nearly impossible to replicate and can only be successful if it does account for unique needs and characteristics of the population it aims to serve. So, the starting question of the consortium is: how can this problem be solved while trying to integrate care in the local/regional context? On the basis of this question, the consortium has built a series of objectives:

  • to assist the health authorities involved in the definition of a context sensitive strategy for integrating current care practices;
  • to consolidate existing knowledge, guidance and tools on integrated care;
  • to provide targeted assistance to VIGOUR care authorities on operationally preparing local scaling-up pilots;
  • to enable mutual learning by bring together VIGOUR pioneer care authorities with followers; to implement local scaling-up pilot;
  • to implement a stake holder-oriented project evaluation programme;
  • to implement sustainable project outcome exploitation measures.

From the conceptual approach point of view, some key elements have been identified:

  • taking care of the authorities from where they currently stand to support them in taking the next step on their local journey towards integrated care;
  • setting up a common support mechanism for conceptually designing, operational planning and running 15 scaling-up pilots;
  • deriving lessons learned throughout this process for further utilisation beyond the project duration.

The project process foresees that the whole process of implementation of the various steps:

  • Ambition Focusing
  • Maturity Assessment
  • Up scaling Plan
  • Piloting and Evaluation

is characterised by a consolidation of existing evidence combined with mutual learning and knowledge exchange, through twinning, webinars.
